Methodological note

This indicator corresponds to the sum of persons living in households which are at risk of poverty after social transfers, who are severely materially and social deprived or living in households with very low work intensity. Persons are counted only once even if they are affected by more than one of these phenomena.

  • Persons are considered to be at risk of poverty after social transfers, if they have an equivalised disposable income below the risk-of-poverty threshold, which is set at 60% of the average equivalised disposable income of the population as a whole.
  • The living conditions of severely materially and social deprived persons are severely constrained due to a lack of resources and they generally experience at least 7 out of the following 13 deprivations: they cannot afford 1) to pay housing-related expenses without delay (mortgage or rent, gas bills, community fees,.... ) or of postponed purchases, 2) to keep the household adequately warm, 3) to cover unexpected expenses, 4) to eat meat, fish or a protein equivalent every second day, 5) to take a week holiday away from home, 6) to have access to a car/van for personal use, 7) to replace broken or worn out furniture, 8) to replace worn out clothes with new ones, 9) to have two pairs of suitably fitting shoes, 10) to spend a small amount of money each week on oneself ("pocket money"), 11) to practice regular leisure activities, 12) to meet friends/family for a drink/meal at least once a month, and 13) to have an Internet connection.
  • People living in households with very low work intensity are those aged 0 to 64 living in households where the adults (aged 18 to 64) have worked 20% or less of their total work potential during the past year.

To measure child poverty, the indicator is available for the 0 to 17 age group.
