This indicator measures the proportion of people aged between 16 and 74 who have at least basic digital skills. It is a composite indicator based on selected activities carried out on the Internet by individuals in 5 specific areas: information and data literacy; communication and collaboration; digital content creation; security, and problem solving. The indicator evaluates digital skills classified into 6 levels, of which the 2 highest are the basic or above level of digital skills.

Until 2020, there were four specific areas of internet activities: information, communication, problem solving and computer skills.

The indicator is based on data from the Survey on ICT Equipment and Use in Households aligned with EU regulations.
