Methodological note
The data on social protection have been produced according to the SEEPROS methodology spearheaded by Eurostat. This methodology, which underwent a thorough reform in 1996, starts from a very broad conception of social protection, in which the actions of both public and private entities are taken into consideration, provided these are done with the aim to protect others and there is no equivalent and simultaneous counterpart for the person under protection.
The objective of the methodology is fundamentally to produce figures that are comparable with other countries, regardless of the variety of ways adopted by their corresponding social protection systems. Similarly, the results find comparability problems between regions and states due to the incidence of interregional solidarity factors that also have an impact on the social protection system and imply a significant transfer of resources to the Spanish social protection system.
