Methodological note

The supply of drinking water is one of the basic services for the demographic, social and economic development of a society, and it is the obligation of the public authorities to provide it. It is a service under municipal authority which may be directly or indirectly managed by joint ventures or concessions. It may also be managed by supra-municipal bodies pertaining to a particular local area or autonomous community.

As far as waste water collection and treatment is concerned, another duty of local councils and entities, their related obligations were definitively established through the pronouncement of Community Directive 91/271/EC, which set in motion the National Sanitation and Treatment Plan as a tool for the planning of waste water treatment and sanitation infrastructure.

Starting in 2004, there was a change in methodology and certain variations occurred in the data as to the collection and treatment of waste water, due to the fact that it incorporated waste water not coming from the distribution network (rainfall and other sources), while until 2003 only the data on waste water coming from the network itself was being collected.

Both the data for Catalonia and Spain come from the Survey on the Supply and Treatment of Water taken annually by the National Statistics Institute (INE).

Water catchment

The action of taking water from a spring, well, lake, etc. and storing it for later use. This includes reservoir services and the water transferred through water mains and aqueducts. There is a distinction, among other, between the catchment of surface water and underground water, accessed by drilling or perforations.

Distributed water

The total volume of water supplied to the public distribution network from treatment plants or service tanks.

Registered and distributed water

The volume of water measured at user meters (both communally and individually).

Unregistered water

The difference between the volume of water supplied to the public distribution network and the volume of registered and distributed water.

Real losses

Physical losses of water in the distribution network until reaching the user's measuring point (leaks, ruptures, and failures in the distribution network and connections).

Apparent losses

Non-physical losses of water that occur from measurement errors and fraud.

Starting in 2004, inclusive, the per capita indicators took the current Population Estimates as a population variable, which are calculated by the INE on 1 January of each year. For previous years, the Municipal Register was taken.
