1. What is the Territorial Survey of ICT in Households 2023?

The Territorial Survey of Information and Communication Technologies in Households (ICT) 2023 is an official statistical action, forming part of the Annual programme for statistical action 2023 (action 02 08 02), that implements the Law on the Statistical Plan for Catalonia for the period 2017–2020, currently extended.

The Territorial Survey on ICT in Households is a statistical operation that researches a sample of housing and people aged 16 or more who live there, on the use and equipment in their household of ICT products. The statistics is a biennial basis and collect information on the basis of 3,225 units distributed in the territory.

2. What are its objectives?

The main objectives of the survey are:

  • to find out about the equipment of information and communication technologies (computer, Internet connection, mobile telephones) in Catalan households.
  • to find out about the population's use of new technologies
  • to obtain territorial estimates (areas of the Territorial and county plan) for the most important indicators of the equipment and use of ICT.

3. Who is it addressed at?

The survey is addressed at main dwellings in Catalonia and people residing in them aged 16 years or more.

4. When does the data collection operation take place?

The fieldwork will start on 11 October and will last until the end of December.

5. How can the survey be answered?

Information is collected by telephone interview (CATI method: Computer Assisted Telephone Interview).

6. Is it compulsory to answer?

Given that all statistics forming part of the Statistical plan for Catalonia are of public interest as established by the Parliament of Catalonia, the collaboration of the population and companies by answering the questionnaires is a legal obligation, in order to guarantee the adequacy of responses and, consequently, statistically reliable results (chapter V of the Statistical Law of Catalonia). This is expressed in article 38 of the Statistical Law of Catalonia: "All citizens, entities and institutions are compelled by law to provide the information requested of them and this information must be complete and truthful ".

7. How well is the information in the survey protected?

The data of an individual nature in the survey is protected by statistical secret as established by the Statistical law of Catalonia. This supposes that the individualised data collected in the questionnaires cannot be made public or can it be communicated to any person or entity, not even those of public administration, other than those that are also bound by the obligations of statistical secret. In this regard, all staff of Idescat and of the bodies that participate in official statistics in Catalonia make a solemn declaration of the preservation of statistical and face serious penalties in case of violation.

Similarly, the obligation to observe statistical secret is extended to the publication of the results, such that Idescat, like all other bodies forming part of the Statistical system of Catalonia, takes special care to avoid the possibility of detecting data of an individual nature from any of the information that appears in any tables.
