Statistical Plan for Catalonia

The Statistical Plan for Catalonia is a law passed by the Catalonian Parliament to order and plan official statistics in Catalonia, and frame the collaboration of the institutions and organs forming the Statistical System of Catalonia, and also of other public entities and autonomous, state, European and international organizations, in order to create a coherent and homogenous plan that is comparable with those of neighbouring bodies. It therefore foresees the statistical activities that are to be conducted over the next four years and that are developed annually by means of Annual Statistical Action Programmes (PAAEs), which have the legal status of decrees.

The proposed seventh Statistical Plan for Catalonia is currently undergoing due process. It will replace the 2017–2020 Statistical Plan for Catalonia, following those of 1992 to 1995, 1997 to 2000, 2001 to 2004, 2006 to 2009 and 2011 to 2014.

The Statistical Plan for Catalonia is developed within the framework instrument for institutional between the Generalitat de Catalunya and its bodies and companies, Catalan public entities of a territorial nature, universities, university research institutes and centres, chambers of commerce, industry and shipping, and any other public entity, in order to obtain reliable and useful information for decision making and avoiding duplication of statistical actions.

The Statistical Plan for Catalonia is implemented through Annual Statistical Action Programmes (PAAEs), which establish the description of the statistical actions to be carried out, in accordance with the objectives and precepts of the Statistical Plan for Catalonia, during the year which they cover.

Each year, the Government must approve, by decree, at the proposal of the Minister responsible for the management and coordination of the Statistics System of Catalonia, the Annual Statistical Action Programme for the following year, once Idescat has held consultations with the rest of the institutions and bodies of the Statistical System of Catalonia.

Likewise, the Government must report to Parliament on the decree for the approval of an Annual Statistical Action Programme, and must also report on the completion of each annual programme by presenting a report that specifies the degree of compliance with the objectives and, if relevant, the reasons for failure to comply.

Statistical Plan for Catalonia 1992–1995

Developed by the PAAEs 1996, 1995, 1994, 1993, 1992. PAAE 1996 is produced as part of the extended 1992–1995 Statistical Plan.

The Statistical System of Catalonia

The Statistical System of Catalonia is the ordered set of institutions and bodies that conduct statistical activities and the processes for relations between them that as a whole produce the resulting official statistics.

Apart from Idescat, the main producers and publishers of official statistics are the statistical services of the ministries of the Generalitat de Catalunya, and the statistical services of the local entities of Catalonia. Official statistics can also be produced by the bodies and dependencies that produce statistics at universities, university research centres and institutes, chambers of commerce, industry and shipping, and other public entities.

The statistical services of the ministries of the Generalitat de Catalunya produce the statistics assigned to them by the Statistical Plan, and which are normally those that are closest to the administrative competences of the same ministries. The presence of a representative of each ministry on the Governing Council of the Statistical System of Catalonia guarantees the necessary coordination and monitoring.

The statistical activities of town councils, county councils and regional councils, as well as other bodies that might produce official statistics, also form part of the Statistical System of Catalonia, as long as they have been included in the Statistical Plan and therefore comply with the requirements for official statistics.

The ordinary method for the entry of these statistics in the Statistical Plan for Catalonia is by issue to Idescat of a technical project for statistical action with an accurate description of the objectives and methodology of the project. Idescat then verifies whether the project satisfies the objectives of the Plan, and will homologise it if necessary.
