Methodological note

Definition of concepts

Cohesion Fund
Fund for Member States with a GNI (Gross National Income) per capita of less than 90% of the EU average income. It aims to reduce socio-economic disparities and promote sustainable development. As Spain's GDP per capita is above 90% of the EU average, it is not a beneficiary of the Cohesion Fund. Revenues reported in the 2014-2020 programming period are carry-overs of Cohesion Fund payments from previous programming periods.
European Union structural funds
These are part of the ESI Funds and constitute the main source of funding for regional or cohesion policy, and are aimed at promoting reforms of a structural nature. In the Cohesion Policy 2014-2020 period, the European Regional Development Fund (ERDF) and the European Social Fund (ESF) were considered structural funds.
European Agricultural Fund for Rural Development (EAFRD)
This finances EU contribution to rural development programmes, replacing the EAGGF-O as of January 2007. It aims to improve the competitiveness of agriculture, ensure the sustainable management of natural resources and achieve the balanced territorial development of rural economies and communities, including the creation and preservation of employment in accordance with the strategies of the CAP (Common Agricultural Policy).
European Agricultural Guidance and Guarantee Fund (EAGGF)
Intervention of a structural nature by the European Union with two differentiated objectives. On the one hand, EAGGF -Guidance, which acts as a partial financer of programmes with structural aims in the agrarian sector, from restocking to changes in the technology and structure of agriculture; and on the other, EAGGF -Guarantee, which aims to monitor and control agricultural prices. The EAGGF-O was replaced by the EAFRD in January 2007 (reported revenues from 2007 onwards are carry-overs from EAGGF-O payments from previous programming periods).
European Regional Development Fund (ERDF)
This was created in 1975 in order to correct the main regional imbalances existing at European level. For the 2014-2020 period, it focused its investment on growth and employment and the European Territorial Cooperation programmes under the Regional Policy through the financing of productive investments that correspond to the priorities of the European Union strategy for smart, sustainable and inclusive growth.
European Fisheries Fund (EFF)
Financial instrument of the common fisheries policy. Since January 2007, it has replaced the Financial instrument for fisheries guidance (FIFG). This public aid instrument aims to participate in the funding of projects carried out by companies, public authorities, representative bodies, etc., in all economic activities involved in the fisheries sector: capture, fish farming, processing, trade, ports, assets, etc. The EFF was replaced by the EMFF for the 2014-2020 programming period.
European Maritime and Fisheries Fund (EMFF)
The EMFF is the new fund for EU maritime and fisheries policies proposed for the 2014-2020 period, replacing the previous European Fisheries Fund (EFF). The main drivers of this fund are: to help fishermen in the transition to sustainable fisheries, to help coastal communities diversify their economies, to finance projects to create jobs and improve the quality of life on Europe's coasts and to facilitate access to finance.
European Social Fund (ESF)
It was created in 1958 to improve the employability of working people. For the 2014-2020 period, it focused its investment on growth and employment through the promotion of sustainability and quality employment, the promotion of social inclusion, the fight against poverty and all forms of discrimination and investment in education, training and vocational training for skills acquisition and lifelong learning.
Financial Instrument for Fisheries Guidance (FIFG)
Intervention of a structural nature by the European Union in order to finance the fishing and aquiculture sector with aid for the study of new markets, the commercialisation of products, professional training of fishermen and the creation of new companies and new ecotourism projects. The FIFG was replaced by the EFF in January 2007.

Methodological aspects

The section on the European Union deals with subsidies and collections proceeding from different structural funds that are destined for Catalonia, whether by means of Autonomous, local or state administration, and the evolution of each of these funds: cohesion, ERDF, ESF, EAGGF-FIFG. The source of information is the Ministry of the Vice-presidency and of the Economy and Finance, based on data Ministerio de Hacienda y Administraciones Públicas.

From 2013 onwards, the data published in the Yearbook referring to European funds are reduced to Generalitat de Catalunya payments, that is to say, to the data coming directly from the settlement lists of the revenue budget provided by the Comptroller General. Additionally, in 2021, a revision of the series from the year 2013 was carried out again due to an accounting change where the refunds of undue payments were taken into account.
