Methodological note

Definition of concepts

Local administration
Aggregate concept that includes information in reference to the governing administrations and bodies of local territorial entities (municipalities, counties and provinces), decentralised municipal entities, metropolitan entities and communities of municipalities, as well as independent administrations depending on any of them -autonomous bodies, public business entities, etc.
Senior official
Staff member who holds a political management position in the Administration, by virtue of an act of free appointment by the Generalitat de Catalunya, by proposal of the person in charge of the corresponding Ministry, or in the case of the Government Secretary, by virtue of an act of free appointment by the President.
Other executive
Staff member who holds a professional management position as an executive employee. In the case of the Generalitat de Catalunya, mainly in different public organisations of the ministerial network. In the case of local administrations, includes executive staff appointed by plenary session by proposal of the mayor or president of the corporation. In the case of public companies, includes staff members associated by some form of labour relation and that exercise executive duties, in the sense that they exercise separate duties with autonomy and responsibility, only limited by the criteria and instructions established by the institution's highest authority.
Casual employee
Staff member who serves functions of confidence or consultation to a senior official, by virtue of an act of free appointment by the senior official in question. In the case of the Generalitat de Catalunya, the number and ministerial distribution of these is limited by government dispositions, and dismissal is automatic on termination of the provision of services to the senior official who made the appointment.
Civil servant
Staff member who permanently provides professional services to the Public Administration by virtue of administrative appointment.
Interim
Staff member who temporarily provides professional services to the Public Administration by virtue of administrative appointment.
Indefinite employee
Staff member who provides professional services to the Public Administration by virtue of a labour contract, in general, for the provision of the services required for a profession or speciality on a stable and permanent basis.
Temporary employee
Staff member who provides professional services to the Public Administration by virtue of a labour contract, in general, for the provision of the services required for a profession or speciality for a limited period of time.
University
Institution with a legal personality that develops its functions autonomously and provides the public higher education service through research, teaching and studying.

Methodological aspects

The data on staff of Catalan public administrations is taken from the Ministry of the Presidency through the Technical Support and Studies Cabinet, in order to generate and foster the production of empirical, quantitative and qualitative data on public employment in Catalonia.

The Databank on Public Employment contains statistics since 2004 on the number of staff employed by Catalan Public Administrations: Generalitat de Catalunya, Local Administration, universities, parliamentary entities and independent bodies.
