The notable growth in local administration personnel compared to the previous year is due to the fact that Transports Metropolitans de Barcelona did not provide its data for the years 2019 and 2020, and thus the total number of employees for these two years had been underestimated.

Methodological note

Definition of concepts

Local administration
Aggregate concept that includes information in reference to the governing administrations and bodies of local territorial entities (municipalities, counties and provinces), decentralised municipal entities, metropolitan entities and communities of municipalities, as well as independent administrations depending on any of them -autonomous bodies, public business entities, etc.
Parliamentary entities and independent bodies
Group made up of independent bodies stipulated in the Statute, such as the Catalan Data Protection Authority, independent bodies with public functions, the Catalan Audiovisual Council, the Public Audit Office for Catalonia, the Catalan Ombudsman and the Parliament of Catalonia.
University
Institution with a legal personality that develops its functions autonomously and provides the public higher education service through research, teaching and studying.

Methodological aspects

The data on staff of Catalan public administrations is taken from the Ministry of the Presidency through the Technical Support and Studies Cabinet, in order to generate and foster the production of empirical, quantitative and qualitative data on public employment in Catalonia.

The Databank on Public Employment contains statistics since 2004 on the number of staff employed by Catalan Public Administrations: Generalitat de Catalunya, Local Administration, universities, parliamentary entities and independent bodies.
