Proposal for the Catalan Classification of Products by Activity 2026 (CCPA-2026, revision of the CCPA-2014)

Idescat has drawn up a proposal for a complete revision of the current Catalan Classification of Products by Activity (CCPA-2014) to bring it into line with the Classification of Products by Activity, version 2.2 (CPA Ver. 2.2), the statistical classification of products (goods and services) of the European Union approved by Commission Delegated Regulation (EU) 2024/3103 of 2 September 2024. This new classification will be called the Catalan Classification of Products by Activity 2026 (CCPA-2026) and is expected to be made official in 2026.

In line with its role, Idescat will consult with the agencies and institutions which are part of the Statistical System of Catalonia so they can share their comments, especially within the scope of their remit. It is expected that this consultation along with the latest technical work and the relevant legal provisions will be completed in sufficient time to enable official statistics in Catalonia to start using CCPA-2026 in 2026. This will ensure that the data are as comparable as possible with their national and European counterparts.

The categories in this new Classification are related to the CPA which is based on the Statistical Classification of Economic Activities in the European Union (NACE-Rev.2.2). Each CPA product is assigned to a single NACE activity. This linkage furnishes the CPA with a structure mirroring NACE's at all levels.

The new Classification has a hierarchical structure with six levels, each identified by a specific code:

  • Level 1: 22 sections (alphabetic code)
  • Level 2: 87 divisions (two-digit numeric code)
  • Level 3: 284 groups (three-digit numeric code)
  • Level 4: 644 classes (four-digit numeric code)
  • Level 5: 1,432 categories (five-digit numeric code)
  • Level 6: 3,359 subcategories (six-digit numeric code)

The main changes in this revised structure of the new Classification match those in the Catalan Classification of Economic Activities (CCAE-2025) and are as follows:

  1. Creating separate classes or groups for intermediation service activities in the same divisions where the activity involving intermediation is located.
  2. Dividing section J into two new sections (J and K) which means the rest of the sections from this point onwards are moved up one letter: K becomes L and so on. CCPA-2026 thus has 22 sections compared to the 21 sections in CCPA-2014.
  3. Removing division 45, which covers the sale and repair of motor vehicles, and including these activities in divisions 46, 47 or 95 depending on whether they are wholesale, retail or repair and maintenance, respectively.
  4. Restructuring divisions 38, 62, 63, 90, 91 and 96, involving relocations and the creation of new classes.
